La capacité d'expression, le sens critique et le pouvoir d'empathie souffrent de sous-développement chez les enfants d’aujourd’hui. Cela nuit à leur apprentissage de la responsabilité citoyenne, à la découverte du vivre ensemble et à leur réussite éducative. Puisque c'est dans l'esprit des jeunes que se cultive la guerre, c’est là que nous voulons y cultiver la Paix. EDUPAX propose de faire servir l’éducation aux médias à la prévention de la violence et à la culture de la Paix.

1. Rappeurs rapaces. Notre manchette du mois traite de la propagande haineuse contre les femmes pour aider des petits rappeurs à se faire un nom et s’attirer une clientèle. «God bless the topless, écarte-toi les fesses, si t'es une bonne chienne, ma slaquer ta laisse.» Dans une lettre à La Presse, la sexologue Jocelyne Robert dénonce la misogynie dans la chanson. 3. Face aux abuseurs d’enfants soigneusement embusqués derrière le petit écran, voici 10 conseils au Gouvernement familial. 4. Invasion de domicile par des prédateurs. On se méfie à juste titre des moisissures dans nos systèmes d’aération ou des pesticides cachés dans nos pelouses, il est temps de repérer un autre type de parasites. Ralph Nader, fondateur du mouvement de protection des automobilistes des années 60, nous offre son livre: «Children First: A Parent’s Guide to Corporate Predators». Commercial media use violence, sex, crassness, and nihilism in television, cable, movies, radio, video games and music. These are the motivations that drive the marketing of Doom, Quake, Basketball Diaries, Marilyn Mansons, Mortal Kombat, Jerry Springers, Howard Sterns, South Parks, etc. Behind every one of these, corporate executives cynically draw their large compensation packages. 5. Étude du S-G des Nations Unies sur la violence contre les enfants. Après bientôt deux ans de travaux autour de cette Étude, on approche de la fin de la première phase, sa présentation à l’Assemblée générale de l’ONU. Loin de marquer la fin du travail, ceci en représente le début. Il est maintenant essentiel que des mécanismes robustes et efficaces soient mis en place pour assurer le suivi efficace de l’Étude. Le professeur Paulo Sérgio Pinheiro fait remarquer que son contact direct avec de nombreux enfants et jeunes durant l’Étude, en particulier lors des consultations régionales, lui ont conféré une lourde responsabilité, à savoir veiller à ce que son rapport ne prenne pas la poussière et ne vienne pas ainsi intensifier le sentiment de frustration et de cynisme ressenti par les enfants en ce qui concerne le véritable engagement des adultes en faveur de la réalisation de leurs droits. http://www.crin.org/docs/CRIN_19_French_4.pdf

6. Le scandale du siècle. « Remotely Controlled ». The figures are frightening: Children spend an average of 4 hours a day watching TV. 7. Machines distributrices solidement enracinées. A pair of proposals that would have regulated school vending machines in Colorado and Illinois were defeated in April, meaning high-calorie snacks and cheap drinks will continue to be sold on school grounds in those states. http://www.heartland.org

9. Médias français en crise. Depuis plusieurs semaines, une série d'affaires secouent les médias français, tant privés que publics, soulevant la question de leur indépendance rédactionnelle. Dans les médias privés, la baisse de diffusion de plusieurs titres, certains très prestigieux, accroît l'influence du propriétaire endetté. 10. Guérir de la dépendance aux jeux vidéo. Voici une clinique qui servira à désintoxiquer les accros européens. Pourquoi alors nos médias nous présentent-ils des entrevues avec des jeunes qui passent la nuit debout pour jouer et qui jurent que ça les aide à se défouler sainement ? Pourquoi alors faudrait-il se faire désintoxiquer ?  11. Crimes de guerre, offensive contre la Paix. « Il est interdit d'utiliser la famine contre les civils comme méthode de guerre (...). Il est interdit d'attaquer, de détruire, d'enlever ou de mettre hors d'usage des biens indispensables à la survie de la population civile. » Les   implications de l'article 54 du Protocole additionnel aux conventions de Genève sont claires : le bombardement des centrales électriques à Gaza par l'armée israélienne, le blocus des populations civiles et les punitions collectives contre elles constituent des crimes de guerre.

13. Victoire ! Prédateur forcé de reculer. 14. Atrophie du centre de contrôle des impulsions. Un chercheur japonais voulait trouver des fonds chez les producteurs de jeux vidéo. Sa découverte lui a plutôt attiré les foudres de cette industrie car elle confirme que les jeux entraînent le retard du développement de la partie du cerveau où le jeune humain prendra des décisions morales sa vie durant. La rage au volant et les bébés secoués ne relèvent pas du hasard. Tous les ados devraient lire l’article et en discuter.  15. Éducation physique, nouvel atelier pour les profs. Le recours à l’utilisation de la compétition est courant en éducation physique. À première vue, elle incite à la pratique de l’activité physique. Or, pour plusieurs enfants et ados, c’est le contraire. La compétition nuit à court, moyen et long terme. Les activités de coopération ont un effet beaucoup plus efficace sur les apprentissages. L’atelier permet de se familiariser avec une approche pédagogique qui favorise la performance, celle des élèves très performants comme celle des moins performants. Lorsque l’enseignant décide de recourir à la compétition pour motiver ses élèves, il a intérêt à appliquer des mesures strictes pour en atténuer les effets pervers. Lesquelles ?

16. Taxage, passeport du crime, règne de terreur. L’intimidation à l’école est un problème souvent passé sous silence, entre autres à cause de la peur que ressentent les victimes à l’idée de dévoiler la situation. Quand on est adolescent, dénoncer ses pairs n’est pas toujours chose facile. Pourtant, on doit rompre ce silence pour protéger les victimes et pour que tous comprennent que le taxage, c’est un crime sérieux passible de peines sévères au niveau légal. 17. Des émissions pour éduquer bébé ? BabyFirstTV promotes its programming as "an educational tool that provides a positive learning environment" and as "specifically designed to enhance developmental skills in areas such as creative thinking, math, sensory skills, language, social skills and creative play."  BabyFirstTV also claims that it "helps inform parents about the educational value of each segment" of programming.  For instance, the Thinking Journey series "engages children in identifying patterns of thinking and developing creative ways of viewing the world." CCFC disagree strongly. There is no evidence that screen media is beneficial for children under two--and placing babies in front of screens takes them away from activities that really do promote healthy development.  BabyFirstTV’s   programming is not educational for babies.  It's clever marketing, but it's just not true.   Please urge the FTC to investigate CCFC's baby video complaint.

18. Zéros ajoutés au budget militaire. President Bush would get $50 billion for military operations in Iraq and Afghanistan for the first few months of next year. "We did the best we could with the money we had to work with," said Rep. John Murtha of Pennsylvania, the top Democrat on the subcommittee. If approved, the House bill would push total war-related dollars since 2001 toward a staggering half-trillion dollars. 19. Dépenses militaires mondiales : 1118 milliards. Rapport SIPRI 2006, Chapitre 8. Dépenses totales en 2005 : 1118 milliards $. C’est 2.5% PNB mondial, $173 par tête, une hausse de 3,4% pour l’année, de 34% en 10 ans. Les États-Unis sont responsables de 80% de la hausse de 2005, ses dépenses militaires comptent pour la moitié du total mondial. Un nombre décroissant de pays sont responsables d’une portion croissante des dépenses: 15 pays assument 84% du total. Les Etats-Unis ont dépensé 48% du total mondial. 20. Les psychiatres refusent massivement de collaborer aux interrogatoires. Pentagon officials said that they would try to use only psychologists, and not psychiatrists, to help interrogators devise strategies to get information from detainees at places like Guantánamo Bay, Cuba. The new policy follows by two weeks an overwhelming vote by the American Psychiatric Association discouraging its members from participating in those efforts. 25. Information manipulée. Senior researcher Diane Farsetta was interviewed about the Fake TV News report that she co-wrote and researched with Dan Price. "The Quincy Dump" is focused on the problem of media consolidation in Quincy, Illinois, which Husar says is "one of nine communities in the country where one company is allowed to own television, radio and the only newspaper in the same market. It is because of this cross ownership that so much Quincy media news goes unreported and Quincy media ethics go unchecked."

 26. Les amateurs de soccer voulaient de la chair fraîche. En juin 2005, un rapport du Conseil de l'Europe estimait qu’entre 30 000 et 60 000  prostituées supplémentaires seraient nécessaires pour répondre à la demande en Allemagne. Dans les 12 villes où ont eu lieu les matchs de la Coupe du Monde, on a créé des bordels temporaires, des «cabanes du sexe». «Le football et le sexe vont de pair», déclare l'avocat du mégabordel de 3000 m2, Artemis, pouvant accueillir 650 clients près du principal stade de la Coupe du monde à Berlin. Le prostitueur paie 70 euros et les prostituées 50. Le scandale a obligé l'État fédéral allemand à retirer une brochure donnant des conseils à de jeunes Ukrainiennes «désireuses d'exercer la prostitution» en Allemagne. Depuis la légalisation du proxénétisme en Allemagne, l'industrie du sexe est passée de 200 000 en 1998 à 400 000 en 2006. Un quart de million de + en 6 ans. Les ¾ sont d'origine étrangère, victimes d'une traite «légale» ou illégale. 27. Destruction de preuves par l’industrie du tabac. A judge found that a tobacco company's "document retention policy," under  which sensitive documents were shredded, had been developed "in furtherance of the commission of a fraud." The policy was designed so that the company could shred potentially damaging documents. The case before the tribunal will hear argument on whether BAT should bear part of the compensation costs of a lung cancer victim who was a smoker and was exposed to asbestos. 30. La classification des jeux vidéo, une stratégie habile pour protéger l’industrie contre les blâmes et transférer la responsabilité aux parents. Pre-teens and teens are playing mature rated games in large numbers. M-Rated Games may be suitable for persons aged 17 and older and may contain sexual themes, more intense violence and/or strong language. 87% of pre-teen and teenage boys play M-rated games.  78% of pre-teen and teenage boys listed an M-rated game among their favorites. 31. Protection des jeunes pratiquement nulle. Pre-teens and teens have little or no difficulty accessing «Mature» rated games. A study from the U.S. Federal Trade Commission found that teens were able to purchase M-rated games 69% of the time. A study conducted in Wisconsin, Minnesota, Maryland, and Florida found boys’ ages 7-14 were able to buy «Mature» rated games, which are some of the best selling titles. In October 2004, «Grand Theft Auto: San Andreas» (rated M) sold more copies in America than any other video game. 32. Les jeux vidéo augmentent l’agressivité. Experts found that exposure to violent video games increases aggressive thoughts, feelings, and behaviours. It also increases physiological arousal and decreases helping behavior. When the amount of time children spent watching TV and playing video games was reduced to less than 7 hours a week, verbal aggression decreased by 50% and physical aggression decreased by 40%. 37. La voix du maître. Donations tie drug firms and nonprofits. The American Diabetes Association, a leading patient health group, privately enlisted an Eli Lilly & Co. executive to chart its growth strategy and write its slogan. The National Alliance on Mental Illness, an outspoken patient advocate, lobbies for treatment programs that also benefit its drug-company donors. Although patients seldom know it, many patient groups and drug companies maintain close, multimillion-dollar relationships while disclosing limited or no details about the ties. In some cases, companies have "loaned" the services of their executives to advise or even lead patient groups. 38. Captifs de l’autobus scolaire. The Washington Post reported recently that a new company, BusRadio, plans to put radios with advertising on school buses. Every hour of programming will contain 8 minutes of ads. The ads will target children as young as 5. In September 2006, BusRadio wants to run its first pilot project in Massachusetts. They think big. 40. Pétition pour un militaire pacifiste. In a remarkable protest from inside the ranks of the military, First Lieut. Ehren Watada has become the Army's first commissioned officer to publicly refuse orders to fight in Iraq on grounds that the war is illegal. The 28-year-old announced his decision not to obey orders to deploy to Iraq in a video press conference June 7, saying, "My participation would make me party to war crimes."

41. Fermer Guantanamo. Undeterred by inclement weather, more than 60 people marched in a solemn procession from the United Nations to the US mission to the United Nations.  Carrying signs that read Shut Down Guantanamo, the group marked the United Nations Day for the Victims of Torture.  www.witnesstorture.org

42. Irak, la guerre la + meurtrière pour les journalistes. The Iraq war "is now the deadliest war for reporters in the past century," reports Editor and Publisher. Seventy-one journalists and 26 media support staff have been killed in Iraq since 2003. That compares to 69 journalists killed in World War II, 63 in Vietnam and 17 in Korea. In addition, at least 42 journalists have been kidnapped in Iraq, according to Reporters Without Borders. As the New York Times notes, "it is Iraqi journalists who have been most at risk. Just this month, three Iraqi reporters were killed in a two-week period." The news comes as CBS reports that two of its crew members were killed in Iraq. 44. Communication stratégique au Pentagone. The Pentagon's new "strategic communications roadmap" will soon be approved, according to U.S. News and World Report. The plan seeks to "create a culture" that sees strategic communications as "not just public affairs, information operations or psychological operations, legislative affairs or public diplomacy, but ... the totality of that that you have to work to be effective," explained Lt. Gen. Gene Renuart of the Joint Staff. 45. Enquête sur la fabrication de nouvelles. CMD Report "Fake TV News" triggers FCC investigation. Bloomberg reports that, in direct response to CMD's groundbreaking exposé 'Fake TV News,' the "Federal Communications Commission Chairman Kevin Martin ordered a probe of dozens of television stations. The April report by the non-profit Center for Media and Democracy found at least 77 stations, including 23 affiliates of Walt Disney Co.'s ABC network and seven Sinclair Broadcast Group Inc. stations, ignored an FCC warning to disclose sponsors. The maximum fine for each violation is $32,500, rising to $325,000 for multiple infractions, said FCC spokesman Clyde Ensslin. David Carr examines Ann Coulter's simple PR formula for marketing her best-selling books: vile hate speech echoed in the mainstream media. In her five books Ann Coulter has "suggested wistfully that Timothy McVeigh should have parked his truck in front of the New York Times, joked that a Supreme Court justice should be poisoned, and said that America should invade Muslim countries and kill their   leaders." Bob Wietrak of Barnes & Noble observes Ann Coulter's "fan base is phenomenal and she is in the media constantly. When she is in the media, it creates more media coverage. And every single day, the book sells more." TV loves Ann Coulter Carr concludes because "seeing hate-speech pop out of a blonde who knows her way around a black cocktail dress makes for compelling viewing. ...
